Chapter IV of the Planescape Campaign Setting presents 9 faction feats for each faction. The number nine being 3 times 3, it’s in accord with the Rule of Threes, but there’s still room for improvement. What’s better than 3 x 3, you ask? Well, for starters, 3 x 3 x 3, or three to the third degree.

Here are nine new feats for the Transcendent Order. This is the second set out of sixteen planned (one per faction) – the Doomguard feats were posted earlier.

Nalla Kond Vellus is a stern woman of few words. She always seems to be watching with her piercing, gray eyes. When engaged in conversation, she speaks clearly with a quiet yet brassy voice. She speaks with a slight accent that is difficult to place. Those that converse with her quickly realize that her normal muteness is not for any lack of intelligence.

The bladeling hunter known as Adamok Ebon is one of those cutters that almost every Cager can tell you about, as long as you don't need any details. While most recognize her spiky 7-ft. frame, and know she's a hired chiv for Shemeska the Marauder, the common chant doesn't go far beyond that. Of course, if you have the right jink and the right connections, you can get the right chant as well...

There are a few things about the Cage that everyone takes for granted. There’s probably always going to be razorvine choking the street, for instance, and probably the air will never be free of smog. Course everyone thought the factions would always have a place in Sigil until the Lady’s Edict was announced, so maybe things aren’t so permanent as we’d like to believe.
